Victoria is continuing the process of reviewing its local council wards, and since my last update in May, we have started to see proposed ward boundaries for those councils that are being forced to switch to single-member wards following legislative change in 2020 which mandated single-member wards for most urban councils and some regional cities.

Unsurprisingly, some of these single-member wards look completely ridiculous.

Some of these wards cover tiny areas, and the VEC has unsurprisingly had difficulty drawing wards of similar sizes, which will probably force more frequent redistributions over time. For some regional cities, maps have been proposed that involve wedges that dont represent any real community of interest within the council area.

In theory, the review process is meant to provide multiple options, but for the second wave of councils, every option involves single member wards. The independent process doesnt give participants any real choice.

For the first wave, 12 regional councils were reviewed. For each council, an option of electing all councillors at large was proposed, along with a model with 2-4 wards electing 2-4 councillors each, with all wards electing the same number of councils. In some of the councils, a single-member ward structure was also proposed. That review process has concluded, and the final report has been submitted to the Minister, but we dont know which options were chosen.

The second wave involves 16 councils, with the proposed ward boundaries being released for four councils a week over a four-week period. The first twelve are now out, with the last four due out next week.

In theory, theres some choice about which model is chosen. Seven of these councils have three different ward maps proposed. Four others have two options. For some reason Yarra only has a single ward map.

The council wards are meant to fall within 10% of the average enrolment per ward, but thats not much of a range when youre drawing such a small ward.

Unsurprisingly, in small councils you need to draw quite small wards. Most of the councils in the second wave have been regional cities, but proposed wards have been published for the Melbourne councils of Yarra and Frankston. The Yarra map is a glaring example of the absurdity of the system.

War Of Being has been all encompassing for us since late 2019.  After I returned home  from filming P O R T A L S I found myself in such a deeply introspective headspace. The scale of work and reward from that project kind of set this up to be inevitable, says TesseracT bassist Amos Williams.

We simply had to try and see how far we could take a concept album with TesseracT.  Within these songs the band has given life to the themes and ideas that are personified within the characters of The Strangeland story. Nuclear power should not form part of Australias plans to reach net zero emissions because it is too expensive and slow, according to the final report of a project that models how Australia might meet its 2050 climate target.

The Net Zero Australia report, a partnership between major academic institutions and the management consultancy Nous Group, says the federal government has a major role to play in accelerating all options that could make a material contribution to achieving net zero.

The release of the report comes days after the opposition leader, Peter Dutton, ramped up calls for nuclear power in Australia and a debate about removing the legislative ban on nuclear power in Australia.

The report includes major investment in batteries, solar, onshore wind, pumped hydro and transmission. Among renewable options, offshore wind was found to have the most uncertain pipeline, with the report concluding first power from offshore wind projects needed to occur in 2030.

But the report concludes nuclear power should not be factored in to net zero plans and states that to reduce renewable targets in the belief that nuclear will be deployed later at scale would create a material risk of not achieving net zero, or doing so at an excessive cost.

Richard Bolt, principal at Nous Group, said: Nuclear power should not be in our plans, because its too expensive and slow. .

Two casino centred businesses will have to come up with a collective total of $450 million  in penalty payments over two years after AUSTRAC launched civil penalty proceedings against them for breaches of the Anti-Money Laundering and Counter-Terrorism Financing Act 2006 (AML/CTF Act).

The Court also ordered Crown to pay AUSTRACs costs.

Crown Melbourne and Crown Perth (Crown) have been ordered to pay up by the Federal Court of Australia.

The order comes after Crown and AUSTRAC (the Australian Transaction Reports and Analysis Centre) filed joint submissions with the Federal Court of Australia in May 2023 for the payment of $450 million in instalments over two years.

Detecting, deterring and disrupting criminal abuse

AUSTRAC is the Australian Government agency responsible for detecting, deterring and disrupting criminal abuse of the financial system to protect the community from serious and organised crime.

Through regulation, and enhanced intelligence capabilities, AUSTRAC collects and analyses financial reports and information to generate financial intelligence.

As part of the settlement, Crown admitted that it operated in contravention of the AML/CTF Act, including that Crown Melbourne and Crown Perths AML/CTF programs were not based on appropriate risk assessments, did not have appropriate systems and controls to manage their risks, and were not subject to appropriate oversight by their Boards and senior management.

The serious nature of the breaches

The serious nature of the breaches meant that Crown allowed high-risk activities to take place in its casinos, without intervention, on an ongoing basis. For example:

• Crown continued a business relationship with a major casino junket operator until 2021, although being aware of allegations the operator was connected to organised crime.
• Crown failed to appropriately monitor billions of dollars in transactions (including international payment flows) which impacted its ability to identify and disrupt possible suspicious activity, and to report suspicious matters to AUSTRAC and law enforcement.
• From March 2016 to December 2018, there were at least 75 suspicious incidents involving a total of around $23 million in cash, in a private gaming room which Crown Melbourne gave one casino junket operator exclusive access to.

Substantial and ongoing efforts

However, in settling these proceedings, AUSTRAC took into account the substantial and ongoing efforts undertaken by Crown to address the AML/CTF failings which were the subject of these proceedings.

The armed confrontation in Ukraine will continue until the West gives up plans to dominate and defeat Moscow, Russian Foreign Minister Sergei Lavrov said in an interview with an Indonesian newspaper published on Wednesday.

The goal of the US-led collective West is to strengthen its global hegemony, Lavrov told the Kompas newspaper. Lavrov is due to attend the East Asia Summit and ASEAN Regional Forum in Jakarta this week, as is U.S. Secretary of State

Why doesnt the armed confrontation in Ukraine come to an end? The answer is very simple it will continue until the West gives up its plans to preserve its domination and overcome its obsessive desire to inflict on Russia a strategic defeat at the hands of its Kiev puppets, according to a transcript of the interview published on Russias foreign ministry website.

For the time being, there are no signs of change in this position.

Russia waged a full-scale invasion in Ukraine in February 2022, calling it a special military operation to denazify its neighbour. Kyiv and its allies call the war, now in its 17th month, an aggression to grab land.

On Wednesday, Russia launched a wave of kamikaze drone attacks on Kyiv for a second night in row and hours before President Volodymyr Zelenskiy was due to meet NATO leaders at a summit in Vilnius.

The West says it wants to help Ukraine win its conflict with Russia, and Western powers have supplied large amounts of modern arms and ammunition to Kyiv.

Lavrov also accused Kyiv of ignoring Indonesias peace plan and instead promoting its own package of ultimatums.

Ukraine dismissed the Indonesian plan, a multi-point formula which had included a call for the establishment of a demilitarised zone, reiterating Kyivs position that Russia should withdraw its troops from Ukraine.

Commenting on the internal strife in Myanmar since a military coup in 2021, Lavrov urged the Association of Southeast Asian Nations (ASEAN) to resolve issues with close cooperation with the junta and without interfering in Myanmars domestic affairs.

ASEAN foreign ministers meeting on Tuesday were expected to address the growing violence in Myanmar. The regional bloc has barred the junta from its summits for failing to implement an agreed peace plan.

Last year, Wanderer Festival was a welcome beacon for those tired of the overbearing joy the pandemic gave us all (jks, obvs). It was a festival for all, conveniently located halfway between Sydney and Melbourne while also being a three-hour road trip from Canberra. Set in the scenic coastal town of Pambula Beach, the three-day festival was a huge success, so much so that it was able to grow and return.

Yet another festival-brainchild from Simon Daly, who has given us Falls and The Lost Lands, Wanderer offered a diverse program, wrapped up in an event that aimed to be as green as possible. A referendum to recognise First Nations Australians in Australias Constitution by establishing a Voice to Parliament will be held later this year. The Voice would be an advisory body allowing Aboriginal and Torres Strait Islander people to make representations to parliament and government on matters that affect them.

Campaigning for the yes and no sides is well under way. However, misinformation and disinformation are a feature of some of the public discussion. Indigenous Australians Minister Linda Burney this week even accused the no campaign of engaging in post-truth politics.

The Australian Electoral Commission has an online referendum process disinformation register. This is focused on disinformation about the referendum process rather than fact-checking claims made about the Voice.

Several media outlets including RMIT ABC Fact Check, AAP Fact Check and AFP Fact Check are publishing articles fact-checking claims about the Voice.

But why is it legal for politicians and other campaigners to lie to you?

Telling lies is legal

It is perfectly legal to spread misinformation and disinformation and tell outright lies about the proposed constitutional amendment, just as it is legal to tell lies during federal election campaigns.

While Australia has laws banning businesses from engaging in deceptive and misleading advertising about their products and services, there are no equivalent federal laws that apply to politics. By contrast, South Australia and the ACT have truth-in-political-advertising laws applying to their state and territory election campaigns.

There is one tiny exception to the current ability to mislead voters about the referendum. It is unlawful to mislead voters about how to fill in the referendum ballot form. For example, you would be breaking the law if your advertisement said people had to tick a box on the ballot form (when in fact you need to write yes or no).

There are diplomatic headaches and heated scientific debates after Japan revealed plans to dump the wastewater its been using to cool the Fukushima nuclear power plant  in the Pacific. 

Sea and ground water has been used to cool the damaged reactors, and now theres about 1.3 million tonnes of that sitting in tanks while the Japanese government and plant operator Tokyo Electric Power Company (TEPCO) figure out what to do with it.

They want to release the wastewater into the ocean  diluting all the cancer-causing nuclear fission products out of it  such as caesium, which can build up in muscles, strontium-90 which can build up in bones and iodine-129 which can build up in the thyroid.

. journalist Nic Maclellan, a Melbourne-based correspondent with Islands Business Magazine, tells The Detail.

The Pacific Islands Forum has been especially critical, and appointed an independent scientific panel to investigate safety issues around the proposed dumping, he says.

The panel has raised a series of issues around the quality of the sampling, the cost of the sampling, the cost of the programme over decades, the maintenance of safety sampling and the fact that they really dont know whether Japan can maintain the quality that will stop other radioactive isotopes being released into the ocean.

There are also questions over whether the wastewater dump is a breach of the Treaty of Rarotonga, signed in 1985, which created a South Pacific nuclear-free zone.

It was largely about nuclear weapons, but article seven talks about preventing nuclear waste dumping. 

Japan has been acting as if these safety concerns are not serious and its taken a lot of pressure for Japan to be dragged kicking and screaming into addressing questions, many of which are still unresolved, Maclellan says.

Having released over 60 titles in the last decade alone from independent and internationally established acts, theyre a queer and queer-friendly community of artists and arts workers.

The celebrated Aussie singer hit triple j airwaves early this morning to reveal her tour news, five shows in total including three solo dates in New York City, Los Angeles and London. The September live shows come in celebration of McMahons other big news today: Light, Dark, Light Again is the title of her highly anticipated second album, set for release on Friday 27 October via AWAL (pre-order here). McMahon also revealed her latest single, titled Letting Go steam/watch here.

Fans can catch the captivating McMahon at Sydneys Metro Theatre on Wednesday 27 September, followed by a performance at Melbournes Northcote Theatre on Thursday 28 September.

Utilising a bolder, bigger, brighter expanse of sound than ever before, Light, Dark, Light Again is the follow-up to McMahons assured, ground-breaking 2019 debut album, Salt. That release hit #5 on the ARIA Album charts, and took home multiple accolades including the AIR Award for Best Independent Rock Album. The Melbourne singer-songwriters second LP was co-produced by Grammy-nominated producer/songwriter Brad Cook (Bon Iver, Waxahatchee, Kevin Morby), songs written from the ashes of a tough but transformative few years of relationship changes, private breakdowns and core-shaking revelations.

The multiple ARIA nominee first entered the cultural consciousness via 2017 breakthrough track Slow Mover, with Salt cementing her as a globally recognised artist to watch. With an explosive live show reminiscent of Big Thief and The War on Drugs, Angie McMahon has become renowned for her truthful storytelling that speaks to the unpolished and messy experiences of life. Shes toured the US supporting Hozier, performed at Dot To Dot (UK), Best Kept Secret (NL), Splendour In The Grass and Groovin The Moo festivals as well as shows alongside Julia Jacklin, Mumford and Sons, Angus and Julia Stone and more.

Australias favourite punks Clowns have just announced the upcoming release of their fifth studio album, ENDLESS, due out October 20, 2023, and to celebrate will be heading out on a six-date Australian tour in October and November, supported by label mates VOIID.

The album unveils an exciting new chapter in the bands storied career and is their first full-length offering since 2019s ARIA-nominated NATURE/NURTURE.

The concept of immortality naturally revealed itself, first bubbling subconsciously in the bands creative hive mind and eventually taking centre stage in the albums narrative. ENDLESS delves into uncharted sonic territories, incorporating elements of 80s heavy metal, new wave, and analogue synthesizers.

Their discography including Autobahn, Radio-Activity, Trans-Europe Express, The Man-Machine, and Computer World are the reason that music sounds like it does today.

A self-funded and non-commercial event thats been delighting festival goers since 1991 with a diverse selection of local and international acts. A festival like no other, it was the winner of the Licensee of the Year award at the APRA Music Awards of 2020.

Meredith Music Festival is held on the family property of one of the festivals organisers, a farm complete with a Ferris wheel, an Ecoplex Cinema, the extremely popular Pink Flamingo Bar and famous nude running race, The Meredith Gift.

With only one stage, so no timetable clashes, Meredith Music Festival is known primarily for its great music and great culture the reason that we love the Melbourne music scene so much in the first place.

Michael Shiloh had been studying tuberculosis for about two decades when he started wondering about a seemingly basic question: What makes people with TB cough? This is the diseases hallmark symptom and a main mode of transmission, but despite training as an infectious disease physician and many years of probing the pathogen as a researcher, Shiloh realized that he didnt know. A quick search of the literature suggested that essentially nothing had been studied about it, at least not at the molecular level, he says.

Elucidating the role of cough in illness means first appreciating its role in health. Cough is one of these critical defensive processes that we have to clear the respiratory system, says Stuart Mazzone, a neuroscientist at the University of Melbourne. But it also contributes to disease spread, as research by Shiloh, now at the University of Texas Southwestern Medical Center, and others has described. And dysfunctional control of coughing resulting in too much coughing or not enough can cause serious health problems.
