Kaum verknde ich das Ende der Denkmalschutz-Debatte, kommen hier Leserbriefe von Denkmalschutz-Mitarbeitern rein. Na gut. Ausnahmsweise:

Ich arbeite selber in der Berliner Verwaltung in einer Denkmalschutzbehrde und bin hufig mit solchen Fllen konfrontiert. Nach dem Berliner Denkmalschutzgesetz sind Werbeanlagen und sowieso alle Manahmen an einem in die Liste eingetragenen Baudenkmal, Denkmalbereich oder Gartendenkmal denkmalrechtlich genehmigungspflichtig.

Es gibt zudem einen ganzen Paragraphen ber den Umgebungsschutz eines Denkmals. Darin heit es, dass die unmittelbarer Umgebung eines Denkmals, soweit fr Erscheinungsbild von prgender Bedeutung, durch Manahmen nicht so verndert werden darf, dass Eigenart oder Erscheinungsbild des Denkmal gestrt werden.

Wie weit der Umgebungsschutz reicht, ist je nach Manahme und Denkmal unterschiedlich zu bewerten (ein besonders exponiertes Denkmal, wie beispielsweise eine Burg auf einem Hgel, hat einen anderen Umgebungsschutzbereich als ein Mietshaus in der Berliner Innenstadt). Es gibt hier also keine einheitlich anzuwendende Regel, daher sind Entscheidungen im Rahmen des Denkmalschutzgesetzes immer Ermessensentscheidungen. Gleiches gilt fr die Erheblichkeit der Strung des Erscheinungsbildes durch Manahmen im Umgebungsschutzbereich eines Denkmals. Auch hier wird nach Ermessen entschieden. Ermessensentscheidung im Bereich des Denkmalschutzes verlangen ein hohes Ma an Fachkenntnissen verschiedener Fachrichtungen (Kunstgeschichte, Architektur, Bauingenieurwesen, Restaurierung, Recht usw.), spezifischer Ortskenntnis und immer auch ein Abwgen mehrerer Mglichkeiten.

Grundstzlich kann man sagen, dass bei einem Neuanstrich eines Nachbargebudes eines Denkmals oder bei einem Neubau neben einem Denkmal immer zurckhaltende Farben genehmigt werden, die das Denkmal nicht dominieren, aus der Ortstypik rausfallen oder in der Materialitt so schlecht sind, dass die Nachbarschaft eines Denkmals nach ein paar Jahren vernachlssigt oder gammlig aussieht. Die Bauwerke und Anlagen in der Umgebung eines Denkmals haben sich grundstzlich immer an der Qualitt des Denkmals zu messen, ohne sich stilistisch anzubiedern aber auch ohne das Denkmal in seiner Wirkung zu stren oder krass hervorzustechen. Bei solchen Fllen werden brigens auch immer die Stadtplaner der Bezirke mithinzugezogen. Auch die prfen, ob die Manahmen sich in die Eigenart der nheren Umgebung einfgen.

Dem Eigentmer war dem Tagesspiegelartikel zufolge ja bewusst, auf was er sich einlsst und der Deal mit dem Bauamt klingt mehr als freundlich: er muss nur sehen, dass seine Fassade weiterhin ordentlich aussieht. In anderen Berliner Bezirken wre die Fassade sicherlich lngst schon wieder monochrom gestrichen

Jetzt weit du vielleicht etwas mehr darber, warum ausnahmsweise mal nicht irgendein CDU-Fuzzi schuld war.

Solche Flle nerven mich brigens in der Praxis sehr, weil sie mich davon...

The two Murdoch Lords 

Of near all they surveyed,

In the media landscape

Must now be afraid!

'cause their empire is crumbling 

The edges now frayed, 

As the strings of their puppets 

Around them cascade.

 

Many years, they've been busily 

Pulling the strings,

Of corrupt politicians 

They have paid well to sing.

In praise of old fossils,

Coal, oil and fracked gas,

Guaranteeing climatic destruction 

En masse!

 

But the winds are now changing 

For Murdoch and son,

Their political puppets

Unelected and done.

And the public's no longer 

Deceived by their lies, 

AKA propaganda,

Thinly veiled, bare disguised.

 

And to Rupert's surprise 

A mistake did arise 

From their bid to upend that Election.

'twas to blame the machines 

Of smart men with the means 

Of objecting to gross defamation!

 

Murdoch settled, of course,

'twas their only recourse,

But the truth had escaped 

By due process.

Now fresh lawsuits are raining,

With sharp lawyers now claiming

Many billions more dollars

In redress.

 

But the cult they created 

Refuse to be sated 

By the truth or bald facts,

Our time there is wasted.

Instead they insist 

In a Freudian twist,

That the Lord of All Lies 

Be forthwith reinstated! 

 

This was not in their plans 

When they aided Trump's scams, 

Murdoch's object was wealth uninhibited.

But enabling a tyrant's revenge

Will be dammed! 

And should end with indictments unlimited!

ACT redistribution draft maps released "IndyWatch Feed Politics.au"

The draft electoral boundaries for the next ACT Legislative Assembly election were released this morning. You can find the report here, and the map of the boundaries here.

Two of the five electorates were left untouched, while a population in the deficit in the southern seat of Brindabella caused a knock-on effect throughout three electorates.

The redistribution has strengthened the Liberal Party in Murrumbidgee but weakened their position in their weakest electorate of Kurrajong.

In this post I have included an interactive map comparing the two sets of boundaries, and Ive calculated estimates of the vote for the three main parties for the new boundaries.

This map shows the changes to the electoral boundaries: 2024 boundaries in blue and 2020 boundaries in red. You can download this map as a Google Earth map file from my maps page, along with every ACT electoral map since the first electorates in 1995.

The southern electorate of Brindabella was projected to fall 5.6% below the quota by October 2024. All electorates are required to fall within 5% of the quota. Thus Brindabella was required to bring in population from its only neighbour Murrumbidgee, which itself was slightly under quota. Thus it was necessary for Murrumbidgee to take in some of the inner city electorate of Kurrajong, which is projected to experience the most population growth between now and October 2024.

They have done this by moving the remainder of Kambah from Murrumbidgee to Brindabella, and moving the suburbs of Forrest and Red Hill immediately to the south of Capital Hill into Murrumbidgee.

This is the second redistribution in a row which has seen this trend of these three seats creeping closer to the city. The current 5-electorate structure was first adopted in 2016, but in the 2019 redistribution Murrumbidgee lost the other parts of Kambah to Brindabella and gained Yarralumla and Deakin from Kurrajong.

At the 2016 election, the entirety of South Canberra was contained in Kurrajong while northern Tuggeranong was split between Murrumbidgee and Brindabella. As of these boundaries, almost half of South Canberra is in Murrumbidgee, while Brindabella now takes in the entire Tuggeranong district.

THE TIME-HONOURED right to protest in Britain has come to an abrupt end. The Home Office, on the eve of the coronation, announced that the new Public Order Act would give police the powers to prevent disruption at major sporting and cultural events taking place this summer in England and Wales. The coronation saw police arresting anti-royalist demonstrators. The ink was barely dry before the first arrests were made.

Graham Smith, the leader of the protests against the coronation declared that the police should hang their heads in shame and that they showed no judgment, no common sense and no basic decency.

He also made the point that:

King Charles has said nothing about these arrests. Rather than defend our liberty and values, he is content celebrating his anointment as monarch while citizens are locked up.

Why were they protesting? The obvious answer is that growing numbers of UK citizens are ready for a republic. The monarchy fuels the fire.

New dataset referendum results "IndyWatch Feed Politics.au"

As I started to put my mind to the upcoming Voice referendum, I realised there was a surprising absence of data on the results of previous referendums. A number of people were trying to track down electorate-level results for the 1967 referendum (although as the referendum with the highest Yes vote, its not the most interesting to analyse) and it just wasnt available on the internet.

Then I unearthed a CD-ROM published after the 1999 referendums which included electorate-level results for every constitutional referendum as well as the two conscription referendums. The CD also includes booth-level results for the 1999 referendums.

The CD data unfortunately wasnt in a particularly useful format. Each referendum was in a separate file, and the data generally isnt in a tidy format.

But after a bit of work, Ive now finished compiling all these datasets into tidy formats. Ive published results nationally, by state and by electorate. In the case of the 1999 referendums, it also includes results at the polling place level, and a list of addresses for the polling places. I havent added latitudes and longitudes but its all in the right format to add that at some point.

I had originally intended to just include the 44 constitutional referendums, but found that the AEC CD included the 1916 and 1917 conscription referendums. It doesnt include the National Song Poll held in 1977 alongside a number of referendums. I decided to also add in the electorate-level results from the 2017 marriage survey, so thats also included. So the dataset includes the results from the 47 different yes-no votes held at a federal level since 1901.

This dataset has been published as part of the free section of my data repository. The free repository includes the last election for each state and territory in Australia, along with some by-election results. If youd like to access earlier election results, they are available for those who...

Former disgraced Queensland Police Commissioner Terry Lewis has died along with him, the truth about top-tier officials and the high-stakes criminal regime they allegedly oversaw, writes Steve Bishop.

IT IS AN understatement to describe former Queensland Police Commissioner Terry Lewis, who died recently aged 95, as merely corrupt. He was alleged to be a member of a board of directors with an interest in the drugs trade, which had compromised Queensland Premier Joh Bjelke-Petersen.

A landmark Covid-19 vaccine injury class action lawsuit has been filed against the Australian government and the medicines regulator. The nation-wide suit, which reportedly has 500 members including three named applicants, seeks redress for those allegedly left injured or bereaved by the Covid-19 vaccines. One of the applicants who suffered a severe heart condition after getting the Pfizer jab is even claiming there was 'cover-up' during the vaccine rollout which hid the potential risks. The federal government, the Therapeutic Goods Administration (TGA) and the Department of Health - in addition to a number of senior public servants - are all named as parties to the class action, which was filed in the New South Wales Federal Court. The named parties are accused of negligence in their approval and monitoring of Covid-19 vaccines, breach of statutory duty and misfeasance in public office. Instructing solicitor Natalie Strijland, of Brisbane law firm NR Barbi, said the action would argue the TGA caused considerable harm and damage by failing to regulate the COVID-19 vaccinations properly. The class action names three applicants, one of whom is 41-year old father-of-two Gareth O'Gradie. Mr O'Gradie, a teacher from Melbourne, was left with a 20-centimetre scar down his chest after developing severe pericarditis inflammation of the lining around the heart following his first Pfizer vaccination in July 2021. In February 2022 doctors performed open heart surgery to remove his the pericardial sac lining his heart.

The original coronavirus lockdowns had 'little to no' effect on pandemic death tolls in the US, UK and Europe, a controversial report suggests. Economists who carried out a meta-analysis found draconian restrictions imposed in spring 2020 including stay-at-home orders, compulsory masks and social distancing only reduced Covid mortality by 0.2 per cent. They warned that lockdowns caused 'enormous economic and social costs' and concluded they were 'ill-founded and should be rejected as a pandemic policy instrument' going forward. The review, led by a Johns Hopkins University professor, argued that border closures had virtually zero effect on Covid mortality, reducing deaths by just 0.1 per cent. There has been a growing consensus that draconian restrictions have led to a rise in non-Covid deaths, thought to be people whose conditions worsened during the pandemic when they could not access healthcare. In the latest report, the researchers admit their review does not answer 'why' lockdowns didn't achieve their ultimate goal in saving lives but they float a number of explanations. They claimed the best explanation for differing Covid death rates in countries was 'differences in population age and health' and the 'quality of the health sector. But they could not rule out 'less obvious factors, such as culture, communication, and coincidences'. Covid deaths are also skewed by the volume of testing each country carries out, which many scientists have highlighted as the driving factor behind Britain's large toll.

US inflation came in at 0.4 per cent for the month of April 2023, and declined to 4.9 per cent over the year to April. 

Importantly, shelter - which makes up about a quarter of the US CPI basket - is finally rolling over. 

Rents are reported with a huge lag, and have contributed significantly to sticky inflation, but there's a lot of evidence that rents are now falling across many US cities. 

Gasoline prices were up last month, but that gain will most probably reverse later. 


Having peaked at 9 per cent in June 2022, inflation has now fallen to 4.9 per cent, and looking ahead is likely to revert lower again, bringing to an end the concerns about persistently high inflation.

Does Ireland have a dismissive attitude to its diaspora? "IndyWatch Feed Politics.au"

I am puzzled by an attitude I have encountered on the part of some in Ireland towards those of us who are Irish in Britain.

There are some who seem to see us as traitors, and I was reminded of this when I read comments on the Irish Independent Facebook page about the actress Jessie Buckley, a native of Killarney resident in Norfolk.

The young woman, who also works at times in the USA, expressed doubts whether she would ever return to Ireland, but that she would never lose her sense of Irishness.

A comment made, admittedly by one individual, that she had lost it already when you turned your back on it and left is not unique. Its not typical of Irish opinion but there is a certain element who think that way.

That antagonism doesnt seem to be as intense towards Irish in USA or Australia or other parts of the world, and I cant help thinking that it is because we live in the old enemy that we are seen as traitors.

It also manifests itself in those who object to RT or other Irish media outlets reporting on British news, but they never complain about news from, say, Australia.

It is ironic, given that during the Troubles the Irish in England were suspected by a minority of English people of being sympathetic to the IRA. While I was living in Ireland at the time, I have a vivid memory of visiting London in 1997 and seeing Irish get out of England graffiti at the underground station in Finchley, and of being asked on another occasion whether I was carrying a bomb.

Older people remember the days of the No Blacks, No Dogs, No Irish signs, but nowadays the Irish here are seen as a very successful community, albeit the number of Irish-born has declined significantly with fewer coming and the inevitable passing of the older generation.

Nonetheless, I am constantly struck here by the number of British-born people who are keen to tell me of their Irish family ties.

Some in Ireland seem to forget that in days gone by, when Ireland was a poorer country, money sent back from England and Scotland played a vital role in many households. I am old enough to remember, as a schoolboy studying economics, being struck by the emigrants remittances reference in the national accounts.

Comments like the one quoted about Jessie Buckley show an ignorance of the fact that for people in careers like hers, London offers opportunities largely absent in Ireland or, indeed, in the English regions. The same can be said of some other careers, such as journalism.

Dwight Eisenhower spoke those words above at what must have been near the peak of American power and prosperity. And yet, Eisenhower urged restraint. He reminded citizens that every penny spent by the government had to come from somewhere, taking away things people actually wanted  housingautomobilesfoodand medicine.

Back then, you couldnt get something-for-nothing any more than you can today. But who says so now? Who urges humilitywho speaks of trade-offs? Who bothers to look at the price tag? And who would dare to tell the voters that they have to pay it?

Theres always more than a little flimflam in public spending. Its the hope of getting something-for-nothing that keeps the whole hullabaloo going. But the cost of the US empire is now nearly US$1.5 trillion per year. Thats five million houses we dont get to live in. Or 50 million new cars. Or 397 billion happy meals. Its about US$17,000/family/year. Did anyone tell the voters? Are they OK with this?

The point of todays message is that at least one politician seems ready to ask.

A modest start

Here, our beat is money, not politics. Weve never said anything nice about politicians because they, almost without exception, are a nuisance. They pass laws that reduce output. They spend money they dont haveand divert resources from useful investments to their favourite bamboozles. They impose regulations that benefit a small group of insiders (such as the people who make steel or silicon chips) at the expense of everybody else.

But we wrote about Robert F Kennedy Jr because we saw him breaking with the Biden/Clinton/Schumer woke and war agenda. Hes proposing to

shut down many of the USs overseas bases and reduce the military/industrial/ spook budget

allow whistleblowers to tell the truth without going to jail

block the feds from creating a new form of central bank digital currency that they could use to control how we spend our money.

Much more would have to be done to rescue the Republicbut thats a start! And what could we add that might be helpful?

Weve been writing this column for nearly 25 years. Long-term sufferers know where were coming from. They understand how cutting the link between gold and the dollar, in 1971, changed our monetary system. When Will This Insanity of Debt-Dependency End? "IndyWatch Feed Economics.au"

Two days ago, Federal Treasurer Jim Chalmers delivered the Australian Federal Budget. One of the notable points was that this was the first budget surplus in 15 years.

$4.2 billion surplus, or 0.2% of our gross domestic product.

This was considered a major achievement. Finally, our government has delivered the all-important Budget Surplus!

Its been elusive. Many sat through past Budget nights hearing how the surplus would be delayed a couple more years as the government finds a new cause or group to ladle our tax revenue. That, or because the forecasted receipts from businesses and households were less than expected.

So the government is patting itself on the back and the media is highlighting how theres a budget surplus!

In context of how this is the first in 15 years, its commendable.

But the forecasts show there wont be a repeat performance, and you shouldnt hold your breath that itll happen again any time soon.

Whats more concerning are some of the measures the government plans to implement this coming year to try to help the Australian population through these tough times.

But lets look at the budget surplus and how were being misled to take this as a suitable measure for evaluating the governments fiscal responsibility.

Deep in debt with little desire to get out

What is often ignored when the media reports on the Federal Budget is the governments financial position. This is how much the government owes its creditors, which is also what were meant to pay via our taxes.

As of now, our net government debt is estimated at just under $550 billion or 21.6% of our GDP.

This is a pretty significant figure, though not dire.

Put our government budget into perspective, lets say it made $100,000 a year. This year its projected to have a surplus of $200. Meanwhile, the total outstanding debt (after deducting our savings and liquid assets) is $21,600.

It might not sound that bad. I daresay that many households are in a more precarious financial situation given that they have a massive mortgage thatd dwarf the governments outstanding debt.

Perhaps thats why weve seen the government continue to spend beyond its means. That and the low interest rate environment that many have come to take for granted, at least until the last few months.

And this is where we ought to be concerned.

The government has several advantages over households in that it makes the rules and owns a lot of assets. Its goal is to implement policies that are meant to help the ordinary Australian become more prosperous. So it can also change laws that could impact its revenues and expenses, although it can only do so within the confines of what the ordinary voter will tolerate.

IPPNW affirms that the links between nuclear power and nuclear weapons are such that in order to fully abolish nuclear weapons, we also must stop the parallel process of nuclear power.

IPPNW urges that there be:

  1. No more uranium mining.  Leave it in the ground.

  4. Expeditious transition from nuclear power to renewable energy sources. 
  5. Blending down of existing stores of highly enriched uranium thus rendering these stores less likely to be diverted for nuclear weapons proliferation.  How to handle plutonium to make it safe is still being discussed.

Reasons for Above:  

  1. The acquisition of nuclear-weapons-useable materials is the first step to making nuclear weapons
  2. The technical processes to create nuclear power or nuclear-weapons-usable materials are essentially the same.   Many nuclear plants have produced both.  For example Chernobyl was a dual purpose plant.
  3. The 1953 Atoms for Peace speech was widely seen as a cover for the military to maintain access to nuclear-weapons material after the closure of the Manhattan Project.

A Warrnambool artist has recalled the effects nuclear testing had on an Indigenous community at Maralinga, 65 years after the final detonation.

The South Australian site was permanently closed in 1967 following the end of Operation Antler and a few smaller tests, displacing hundreds of Aboriginal people.

The federal government provided housing 150 kilometres south in Yalata, where Merran Koren began a six-month social work placement in 1969.

Ms Koren said there was a lot of conflict as mutually hostile groups were forced together.

All of these mobs were thrust into these small communities, there was no insight into what their needs were she said.

Ms Koren recalled one instance where she took care of an Aboriginal woman who had been cut in the eyebrow with a beer bottle.

She came to me covered in blood so I put six to eight sutures along her eyebrow then washed her up and put her into bed with the fire on, I remember being so proud, she said.

I got up the following morning at six oclock and she was out of bed, sleeping in front of the fire with two dogs laying on her like blankets.

Here I had put her into this spot that was so neat and proper, but never had I thought to ask her what would you like me to do?.

Ms Koren said many of the older residents at Yalata were vision impaired, potentially as a result of flash blindness from nuclear testing.

But most of them had come away from the Maralinga site by the time it had started, it was more the emotional pain of not being on their country, she said.

All of these people were bundled into trucks and taken to this place they knew nothing about.

Now with decades of hindsight, Ms Koren said Australia should learn from the mistakes of its past.

In social work we have to see everything in a time and place, but it doesnt completely excuse it, she said.

Prevent, protect, consult the NFLA (Nuclear Free Local Authorities) three priorities for UK radioactive waste policy "IndyWatch Feed Enviro.au"

The UK Government has its priorities all wrong in its proposals for the future management of radioactive substances and nuclear decommissioning, so says the UK/Ireland Nuclear Free Local Authorities in its response to the Department for Energy Security and Net Zeros consultation on its proposals for the future management of radioactive substances and nuclear decommissioning.

Instead of an emphasis on cutting costs and reducing the burdens on the nuclear industry as DESNZ would like, the NFLA believes that government and the nuclear industry should do everything necessary for the protection of human health and safeguarding our natural environment whatever the cost.

To the NFLA, government policy and industry practice should focus upon three main tenets:

  • Preventing the creation of more radioactive waste, by not building any more nuclear power plants, by closing and decommissioning existing ones as quickly as possible, and by not revisiting mad-cap schemes that have failed before, like repurposing plutonium as reactor fuel, which creates yet more waste and risks nuclear weapons proliferation;
  • Protecting the public and the natural environment, by concentrating and containing existing waste on or near the surface on the sites where it was created or is currently stored and having a policy of active ongoing management, with the facility of retrieval if waste is stored below ground. This is opposed to government policy which for high-level waste is focused upon transportation by rail to a Geological Disposal Facility into which the waste would be deposited and forgotten about and for lower-level wastes is one of dilute and disperse, which involves incineration releasing radiation into the atmosphere or dumping into municipal waste tips or discharging it into rivers or oceans.
  • Consulting the public, over the storage and treatment of radioactive waste, and its transportation if this should continue, and also educating the public on the radiological risks attached to these activities; all too often consultation is tokenistic, not inclusive and not open, with the nuclear industry still conducting much of its business behind closed doors.

State Laws Could Block CISF Projects

Multiple lawsuits in federal appeals courts and state laws opposing storage and disposal of irradiated nuclear fuel in both New Mexico and Texas could upend both nuclear waste CISF schemes.

Today, the Nuclear Regulatory Commission (NRC) announced it approved licensing for Holtec Internationals controversial consolidated interim storage facility (CISF) in southeastern New Mexicos Lea County, not far from the Texas border.  The facility is designed to store high-level radioactive waste from nuclear power plants across the U.S. But NRC approval notwithstanding, a recently enacted New Mexico State law and multiple federal court challenges may yet block the project

.. Holtec now seeks to branch out into consolidated storage and its associated high-level radioactive waste transportation. On the New Mexico CISF scheme it partnered with the Eddy-Lea Energy Alliance (ELEA), a quasi-governmental entity comprised of Eddy and Lea Counties (which border one another), as well as their county seats of Carlsbad and Hobbs, New Mexico.  ELEA owns the targeted nuclear waste CISF sites land surface, and would take a large cut of the proceeds.

Giant Capacity May Signal Storing Foreign and Military Nuclear Waste

The Holtec-ELEA nuclear waste CISF would store up to 173,600 metric tons of highly radioactive irradiated fuel (often euphemistically called spent nuclear fuel or SNF, despite the fact it is highly radioactive and lethal), as well as Greater-Than-Class-C (GTCC) radioactive waste from commercial nuclear reactors. The facility would hold up to 10,000 canisters of nuclear waste, inserted into pits in a platform which sits on the surface.  Part of the canisters would stay above the natural land surface.

If opened, the site could become home to the biggest concentration of radioactive waste in the world, reported Diane DArrigo, Radioactive Waste Project Director at Nuclear Information and Resource Service.

The Holtec-ELEA CISFs nuclear waste storage capacity would be in addition to another planned CISF some 40 miles to the east in Andrews County, Texas.  If built, it would be able to store 40,000 metric tons of irradiated fuel and GTCC in above-ground dry casks. Albanese Government must bring Australians in Syria home "IndyWatch Feed National"

The Human Rights Law Centre is calling on the Albanese Government to repatriate all Australian nationals still held in detention camps in Syria, after Save The Children recently warned it would be forced to commence legal action if the Government failed to act.

Many Australians have remained trapped in the camps for four years, away from their homes and relatives in Australia, despite other countries taking steps to repatriate their nationals from Syria.  

The United Nations has reported that young boys in the camps are at risk of being removed from their families and placed in mens or adult prisons, as 17-year-old Yusuf Zahab was before he died in a Syrian camp. Before his death, he and his family had begged the Australian Government to bring him home.     

All Australian nationals have the right to return to Australia. The rights and protections of citizenship cannot depend on the whims of governments. The Albanese Governments failure to act earlier has cost lives and put other lives at risk. 

Save the Children are preparing to launch a legal challenge if the Albanese Government does not act immediately to bring the remaining Australians home.

Josephine Langbien, Senior Lawyer at the Human Rights Law Centre, said:   

The Australians trapped in Syrian camps have been held for four years in dire conditions while others around them were repatriated. They have a right to come home, and they should not have to resort to litigation to force their own government to bring them back. 

The Albanese Government must take responsibility for the safety of its citizens and ensure that no more lives are lost. All of these people, children and adults alike, deserve a future. They must be brought home to their families and communities in Australia.

From relieving the backlog of visa processing to maintaining integrity of the migration system, the 2023 Budget seeks to repair the mistakes of the Coalition. Dr Abul Rizvi reports.

THE BIG NEWS in the 2023 Budget is that for financial year 2022-23, the Government is suddenly forecasting a surplus after forecasting a massive deficit for the same financial year just in October 2022. The Coalition was forecasting an even bigger deficit in 2022-23 in March 2022.

While the Treasurer talks only about commodity prices and employment growth as the factors that brought about this change, the fact is the rapid employment growth could not have occurred without record net migration. But not since Bob Hawke have politicians been prepared to say this to the public. Howard/Costello were also reluctant to mention rapid growth in net migration being a key factor in the surpluses they delivered.

It is ironic the Coalitions Shadow Treasurer Angus Taylor says the drovers dog could have delivered a surplus in 2022-23, but then the Coalition is also happy to decry the record net migration in 2022-23 that enabled the surplus. Opposition Leader Peter Dutton may well take the same line in his budget reply speech.

Whether record net migration in 2022-23 was good policy or not (and it would have occurred whoever was in power) is another matter. But it...

Goodman Group [ASX:GMG] Hoists Earnings Guidance on Favourable Quarterly Data "IndyWatch Feed Economics.au"

Today integrated commercial and industrial property company Goodman Group [ASX:GMG], manager of warehousing, large scale logistics facilities, and other such large business real estate, was eager to share its third quarter of operational performance.

The group said that the operational performance was so good that it lifted its FY23 Operating Earnings Per Security growth guidance to 15%.

Among the results, Goodman said it reached $13 billion in development work over 79 projects.

After opening slightly down in the ASX, the $37.80 billion company bounced back coming up to midday, trading at $20.10 at the time of writing and climbing by 1.5%:

Goodman increases operating earnings growth

Goodman revealed that its completed development projects are now 99% committed.

There was 4.4% in like-for-liked net property income growth on the properties in its partnerships division, and 99% occupancy across its partnerships.

Goodman said that high use of existing space and a desire for increased productivity is driving customer demand to fill and keep locations.

It also noted that there is a scarcity of assets in the complex planning and delivery environment, which has pushed many customers into renewing leases early to secure their tenancies.

With the group focusing on these markets, it has found occupancy fulfilments to be smooth sailing (which have been quite high), helping to achieve positive rental growth.

Altogether for total assets under management, the property investor now has a sound total of $80.7 billion.

3.3 million sqm has been leased across the platform over the 12-month period, equating to $434 million of rental income per annum.

The police lied in an OIA response again "IndyWatch Feed Politics.au"

In November last year, sparked by Newsroom revealing systematic police racism in its taking of DNA samples, I asked the police for some basic information on their compliance with the Criminal Investigations (Bodily Samples) Act 1995. As usual, they ghosted me; then, after intervention from the Ombudsman, they finally responded saying that they didn't know. In other words, they had no procedure for removing profiles, and no statistics on whether they were complying with the Act or not.

Today, I'm glad to say that they lied. After further intervention by the Ombudsman (sparked by ESR saying that there were policies and procedures), the police have finally admitted that they do have procedures, and even specially-designed software (though it can't generate full compliance statistics). This is comforting to know - the police might be obeying the law after all - but at the same time, deeply discomforting. Because it means that their initial response to my request was incorrect. And when the person responsible for the request is the acting manager of national forensic services, who can be expected to be fully aware of the existence of those procedures and software, its difficult to view it as anything other than a deliberate, blatant lie.

This isn't the first time the police have done this. In June 2022 the Ombudsman caught them forging documents in an OIA response to hide numbers they didn't want released. There's also the case where they lied to the public about carbon-neutrality, then lied about needing "consultations" to extend an OIA timeline so they could create documents to hide that lie. And there will no doubt be other cases. The overall impression is of an organisation which is deeply hostile to transparency, believes that the public has no right to know, and will lie and commit fraud to cover up even the most trivial details. And that's a problem. Firstly, because the entire OIA regime is predicated on truth, and simply does not work if agencies lie. And secondly, because this is the police, an agency utterly dependent on public trust in order to function effectively. Every time they lie to us, that trust is broken.

We deserve better than this. We deserve a government, and a police force, we can trust. Sadly, we're not...

Supreme Court case takes on repressive NSW undemocratic anti-protest law "IndyWatch Feed National"

A case has just been heard before the NSW Supreme Court has drawn attention to the outrageous new anti-protest laws in this state.  Put through as amendments to the Crimes Act and passed through parliament last April, they empower government ministers to order the forceful remove people from a road or facility, including a railway station. The penalty for breeching such an order can be imprisonment. This is a law designed to silence critics of the governments policies and actions through intimidation.

Not everyone enjoys the money and connection to be heard through the political establishment and equal access to media. Their voice is in the streets, and taking away this voice is to silence them.

Till now, the focus has been on protectors of the environment. It wont stop here though. Politicians are quick to get a taste for their newfound authority.

The first person to be imprisoned for this law was Deanna Violet Coco. She was sentenced to 15 months for a protest on Sydney Harbour Bridge in 2022. She was lucky. Her appeal proved that the police had lied about her blocking an ambulance and their testimony was no longer reliable. There was no other course but to quash the sentence. The police later admitted the lie.

Two members of the environmentalist group the Knitting Nannas, Kvelde and Dominique Jacobs, were in the court. They were supported by the NSW Environmental Defenders Office., which argued that the amendment to the Crimes Act is unconstitutional, because it infringes on freedom of political expression.

Budget Labor-ing under the weight of expectation

The 2023 Budget offers cost-of-living relief and goes some way towards tackling entrenched poverty but is it enough? Michelle Pini and Dave Donovan report.

THERE IS NO DOUBT that we expect more from Labor governments. This, of course, means that since the bar is set higher, the propensity for failure is greater.

It took almost ten long years of gross mismanagement, including many broken promises of budget surpluses, unprecedented erosion of public trust, callous disregard for the suffering of vulnerable Australians and internal party unrest leading to three changes of leader before Australia finally voted out the Abbott/Turnbull/Morrison (ATM) Coalition Government. 

When contrasted with the previous Labor Administration, when the economy was well managed (as international accolades attest) and many progressive steps taken (albeit tentatively) to tackle entrenched inequality and climate change, for example, it becomes clear that it only took the three changes of leader part for the last ALP Government to be thrown out of office for a decade.

So, it comes as no surprise that the Albanese Government, reliant as it is on that elusive electoral centre, must maintain a balance between its traditional values of social equity and the hard realities of fiscal management, particularly during a period of economic unease. 

Given that the Coalition was unable to provide one, Chalmers projected small budget surplus may, as Laura Tingle suggested, finally put an end to the Labor-are-bad-economic-managers trope, which IA has been debunking over many years.

Its so inspiring that the Canadian military asked the public what it could change to get people to be willing to join. The obvious U.S. answer of poverty and grotesque prices for education probably wont work or at least may not be sufficient in the near term. And people would probably object to mandatory JROTC. Unfortunately, I missed the deadline to answer the survey, but I really want to help the Canadian military, so here are my answers to the questions:

Supporting our people

  • How can National Defence modernize our approach to supporting a life in service, which has both unique rewards and unique challenges?
    Shift 100% of the budget to paying reparations to victims.
  • What do prospective CAF members expect from their service?
    Moral injury, physical injury, global contempt, suicidal tendencies.
  • How can the CAF increase its attractiveness in the 21st century labour market?
    Lose the uniforms and the weapons. Murder is pass.
  • What culture change reforms are needed to ensure that the CAF is a modern military that can implement its defence policy?
    Train the entire nation in unarmed civilian defense.

 

Building organizational capacity

  • What insights might be adapted from other business sectors and the private sector writ-large to make Defence more effective and efficient?
    Other business sectors? Admitting that organized murder is a business is a bad look.
  • How can DND/CAF best learn from innovators and entrepreneurs? Defence experts?
    Replace CANSEC weapons show with a gathering of experts in actual defence of human life and the environment.
  • How often should the Defence Policy be reviewed and updated?

Chalmers delivers a solid Budget "IndyWatch Feed Economics.au"

Sensible Budget

Treasurer Jim Chalmers delivered a solid and sensible Federal Budget this week.

There will be targeted cost of living relief which will mechanically reduce inflation ahead. 

Although year-on-year inflation is expected to be a tick above 3 per cent in FY2024, in reality the conversation will switch away from inflation risks over the coming months, and focus will switch to measures such as 3-month and then 6-month annualised inflation figures being back down at the target range.

The Aussie Federal Budget is expected to deliver a small surplus this year - an almost unbelievable turnaround over the past couple of years, following some eye-watering pandemic deficits.

And given that commodity price forecasts often prove to be so conservative, such as for iron ore prices, the figures could yet remain in the black for a while to come. 

It's been a powerful combination of record employment, a half-century low in the unemployment rate, and sky-high commodity prices driving a massive boom in revenues.

I know that this means that this conflict is deepening and widening beyond its initial phony stage. But what choice do we have? Inaction in the face of biological warfare is an invitation for more in a world where that is now thinkable. Appropriate response will no doubt inflame an already inflamed region, as people seek solace through the usual ideological fire. Either way the war will grow and I feel nothing but dread in my heart. But we didnt seek this conflict. It has sought us. If we do not wage war now, we may have to wage an even bloodier war in the very near future. These are bleak choices, but what else do we have? Asbestos concerns closes Helensburgh Mountain Bike Park "IndyWatch Feed Allstate"

THE Helensburgh Mountain Bike Park has been temporarily closed as a precautionary measure to allow for an investigation into claims that asbestos containing material has been found in a jump on a track.

As a consequence, the park has been closed since Thursday, May 4 after concerns were raised with Wollongong City Council that there may be asbestos containing material in the soil that has been used to form the jumps and potentially the surrounding tracks.

The information was provided to Council by representatives from the NSW National Parks and Wildlife Service who had confirmed the presence of asbestos containing material within a recently installed dirt jump structure on their adjoining land.

A Council spokesperson said while the land is managed by Council, this site is operated under licence by Helensburgh Off Road Cycle Club (HORCC).

John Anari, a leader of the West Papuan Liberation Organization (WPLO), visited Hofstra University to talk about his fight for the independence of West Papua from the Indonesian government, as well as the islands history with colonialism. Daniels, an associate professor of anthropology, gathered to hear Anaris presentation.

Bad Hair Day Conservative Explains Why Intellectuals Are Mostly Lefties "IndyWatch Feed Allstate"

Believe in social justice? Think equality of outcome is a good thing? Feel a burning desire to rail against racism and neo-Nazis? Often find yourself in deep conversations about the state of the world or lost in thought about why Marxism never really caught on, and whether or not the beard was at least partly responsible?

Well then, youre probably a lefty, and according to one leading philosopher, thats also probably because youre an intellectual. Which he possibly seems to be inferring is a bad thing? Maybe?

Introducing Roger Scruton, or more precisely Sir Roger Vernon Scruton, a prominent British conservative and philosopher who is to hair as Boris Johnson is to politics: confusing.

Scruton passed a few years ago, but not before recording a lengthy interview about why intellectuals often turn out to be leftists. And were giving it a plug today because, well, when you watch it, youll understand why. Over to Scruton.

Ever since I became a conservative, which was in May 1968 in Paris, I hadnt a very clear idea of how to articulate it. All I knew was that when I looked down in the street and saw all these rowdy students throwing stones at policemen, I just said to myself, Whatever they believe, I believe the opposite.

The rowdy students Scruton is referring to were protestors at an event since dubbed May 68. It marked several months of unrest led by students protesting, among other things, American imperialism and police brutality two things Scruton presumably believes in (as conservatives go, he certainly wouldnt be the first). It also expanded to include workers, with rolling strikes demanding better wages.

Anyway Scruton continues: I somewhat arrogantly came to the conclusion that if you start thinking about politics in an intellectual way, you are likely to be on the left. Because that provides a systematic solution, an answer to the questions which puts it all in a system and also gives you a rather dignified and self-congratulatory place in the system.

But once youve started thinking, if you think a bit harder and longer about it, youll move back to what you would have been if you had never thought at all.

So there you have it folks. From the mouth of a leading conservative, all you need to do to adopt conservative beliefs is avoid intellectualism and, most importantly, not think about stuff.

Labor's Budget takes tech industry to the next level

The recently announced May Budget for 2023 in Australia has made various commitments to support the growth of critical technologies and industries.

The Government has allocated $101 million towards supporting critical technologies, including quantum and artificial intelligence. While this amount has been criticised by the tech community as being insufficient to encourage meaningful development, the budget also includes $392.4 million for the Industry Growth Program to support small-to-medium enterprises (SMEs) and startups to commercialise their ideas and grow their operations.

The program will provide advice and matched grant funding to startups and SMEs from $50,000 to $5 million with the aim of creating a pipeline of quality, investment-ready projects for the $15 billion National Reconstruction Fund to consider.

Treasurer Jim Chalmers second budget also includes a small business cyber security program with $23.4 million in funding. The program will support small businesses to build resilience to cyber threats, which is important as small and medium-sized businesses are the target of 60 per cent of cybercrime in Australia, which is now costing more than $33.0 billion in reported losses annually.

In addition, it includes commitments to lock Australia into strategic supply chains, including critical minerals that will underpin future growth industries. This includes batteries that will drive the global energy transition and their innumerable uses in electronics.

Woonona rock pool amenities block closed for three weeks for maintenance work "IndyWatch Feed Allstate"

THE amenities block at Woonona rock pool will be closed and fenced off for three weeks to allow for Wollongong City Council to undertake maintenance work.

During the works, the rock pool and external showers will remain open to swimmers and two temporary toilets will be available for community use.

The work includes:

  • Painting the buildings interior and exterior. Areas to be painted include the shower areas, doors and frames, columns, arches and handrail observation area.
  • Removing and replacing damaged and broken tiles in the toilet, shower and sink areas.
  • Replacing rusted out electrical light cage covers

A Council spokesperson said the work is due to start this week, likely tomorrow (Thursday, May 11) and is expected to take about three weeks to complete, depending on weather conditions.

While crews are on site, the amenities will be fenced off for community safety and two temporary toilets will be placed near to the existing amenities block for community use, the spokesperson said.

The rock pool and amenities external showers will remain open and available to swimmers during the works.

That was a day. "IndyWatch Feed Alllocal"

Started okay. Took the dogs for a walk. Did my weights. Cooked up some scrambled eggs. Tried these weird smoked eggs, too. Cant say they tasted especially smokey, but they were very dirty, so theres that, I guess.

Had plans to lean into WW 3.1 all day and then I got a phone call. First, from my mother, who was crook as a dog and needed to get to the doctor, possibly the hospital. Then, shortly after that, from Jane, whos own mum had taken a fall last night and couldnt be reached this morning.

The day went sort of sideways, hard, after that. In the end, they were both fine, but I spent half the day in the car rather than at the keyboard. (And getting the car was an adventure in itself because Jane had driven herself into the city today.)

I decided when I got home at two that I wouldnt start work because I wouldnt get anywhere with it. By the time Id done all of the priming, itd be time to get dinner ready. Luckily I had a day off on the whiteboard. (I give myself a free day for every ten days of unbroken writing. I dont always take them, but today I did).

For my half day off, I read a novel for a panel I have to do at the Brisbane Writers Festival tomorrow. So I guess I sort of worked. But Im looking forward to getting back to the keyboard in the morning.

Commonwealth Bank breaks pledge to halt branch closures

Despite a promise not to close regional branches, the Commonwealth Bank is bending the rules on the definition of 'regional' and closing yet another branch. Dale Webster reports.

THE COMMONWEALTH BANK (CBA) is closing a branch in an area it has itself labelled one of Australias most popular destinations for regional migration, breaking its pledge not to shut any regional branches while a senate inquiry into the impact of bank closures is in progress.

CBA will close its Nerang branch on the Gold Coast on 26 May after receiving positive publicity in February for being the only major bank to agree in full to the Senate Committees request for a moratorium on regional closures until it reports in December.

CBA is claiming the branch is not regional despite declaring the Gold Coast a hotspot for people moving from metropolitan to regional areas in its latest Regional Movers Index report, which it publishes quarterly in partnership with the Regional Australia Institute.

The report states that Australian Bureau of Statistics (ABS) classifications are used to determine capital city and regional boundaries in the data, but the Commonwealth has chosen to use a different interpretation in its Nerang decision.

A spokeswoman said:

CBA has not broken its pledge to pause closures in regional Australia while the Senate Inquiry is underway.

Lending companies providing millions to companies involved in destructive rainforest logging "IndyWatch Feed Enviro.au"

In the last eight years, two finance companies and one equipment retailer have provided financing to at least 15 companies that are logging in PNGs rainforests, new research by Act Now! and Jubilee Australia reveals. 

These loans are likely to have helped companies buy the bulldozers and trucks used to destroy millions of hectares of tropical rainforest. Over this time, multiple government reviews, court judgments and non-government reports have also raised red flags about widespread illegality in PNGs logging sector.

Filings on PNGs Personal Property Securities Registry (PPSR) show that two loan companies Moni Plus and First Investment Finance have provided financing for logging trucks, 4x4s and other equipment, as well as property mortgages in Port Moresby and East New Britain. The value of this financing is estimated at around 11 million kina. 

PNGs official Cat equipment distributor, Hastings Deering, has also done business with at least six companies involved in tropical rainforest logging. PPSR filings suggest they have provided equipment on credit to companies logging the forests of Central, Western and West New Britain Provinces. 

Across the country, landowners are watching bulldozers destroy sacred sites and logging trucks cart off their forests. Often, they are reporting this is being done without their consent or without following the law. Companies who provide the equipment risk being complicit in illegal activity. Its time for legitimate businesses to stop supporting this illegitimate industry.

Act Now! and Jubilee Australia are calling on lenders to stop financing forest logging and to develop strong, clear policies committing not to finance it in the future. They are also challenging lenders to report on their exposure to logging and offer compensation for communities whose forests they have helped destroy. 

Act Now! and Jubilee Australia also call on Hastings Deering to make a public commitment to ensure its Cat machines and spare parts are not sold to companies who will use them to log PNGs tropical rainforests.

Hastings Deering has trumpeted its commitment to sustainability, human rights and environmental responsibility. Providing equipment on credit to PNGs notorious logging industry is the opposite of sustainable business.

In 2017, a Bank of PNG National Risk Assessment concluded that illegal logging poses a significant money laundering threat. The assessment argued that there are strong indicators of large-scale corruption and illegal logging in the forestry sector in PNG, which...

Comm Games contracts out for tender "IndyWatch Feed Alllocal"

Preparations for Victorias 2026 Commonwealth Games are ramping up but it remains unclear how the $2.6 billion bill will be split.

Tenders went out on Tuesday for the construction of gymnastics and aquatics centres in the Geelong suburbs of Waurn Ponds and Armstrong Creek.

The Victorian government on Tuesday also opened expressions of interest to complete the upgrade at Ballarats Eureka Stadium and to build a new venue at Miners Rest to accommodate and minimise disruption to local sporting activities.

The state government expects the games will contribute more than $3b to Victorias economy, along with more than 7500 jobs before, during and after.

Were getting on with delivering Victoria 2026, investing in local sporting infrastructure across regional Victoria and creating thousands of jobs, Commonwealth Games Delivery Minister Jacinta Allan said.

No funding is expected to be set aside for the 2026 games in Tuesday nights federal budget, with the Victorian and Commonwealth governments yet to reach a funding agreement.

The Victorian government allocated $2.6b in last years state budget to prepare for the games and is seeking a federal contribution after cash was handed to Queensland for the 2018 event on the Gold Coast.

Premier Daniel Andrews said his government has made a formal request to Canberra but was not insistent on the funding being part of this years federal budget.

This is not the last budget before the Commonwealth Games, he told reporters on Tuesday morning.

Property Group GPT [ASX:GPT] Shares Results, Inflation Not an Issue "IndyWatch Feed Economics.au"

Diversified property group GPT [ASX:GPT] posted operational highlights for the March quarter and claimed some wins despite widespread concerns buffeting many sectors as rates continue to rise.

GPT was dropping its share price by nearly 1% in early morning trade, trading for around $4.39, but it did move up slightly as the day wore on.

By mid-morning, the property investment funds own stock had increased by 5% so far in 2023, yet still traded lower than the wider markets average by around 9%:

GPTs March quarter operations

GPT owns a portfolio of assets worth $26.9 billion. Today, the group wished to update its shareholders on the progress in leveraging that portfolio as the economy moves out of COVID-19 pressures, yet more firmly into a highly inflationary environment.

GPT CEO Bob Johnston revealed that the group has not been as badly affected as others in the harsh environment, with the group maintaining 97.6% occupancy across its diversified portfolio.

He also stated the group remains on track to deliver on its earnings and distribution guidance for 2023.

Funds from operations went up by 11.9% to $620 million, and distributions per security climbed by 7.8% to 25 cents.

Funds under management also increased by 44% to $19.1 billion, and the Australian Bureau of Statistics (ABS) retail sales growth for the three months to 31 March were up by 6.4% year-on-year.

The company says these results show a resilient retail environment, particularly with the return of students and office workers to the CBD continuing to drive sales momentum.

GPT continues to expect to deliver 2023 operational funds of approximately 31.3 cents per security and a distribution of 25.0 cents per security.

A warning shot to police on privacy "IndyWatch Feed Politics.au"

Back in 2021, RNZ exposed the systematic police practice of coercing "voluntary" photographs from young Mori on the street, leading to a joint IPCA / Privacy Commission report exposing illegality, systematic racism, and widespread ignorance among police officers of the limits on their behaviour, and a formal compliance notice to force them to stop. But while they may have stopped photographing kids, they still claim to be able to photograph adults going about their lawful business on public streets, with no investigatory purpose, just because they might need it one day. The basis for this claim is what government agencies call the "third source" - basicly, that ordinary people are allowed to do it, and there's no law saying they can't. But in a ruling yesterday, the Court of Appeal demolished that.

The case Tamiefuna v R is an appeal against a burglary conviction which was ultimately based on just such evidence: a photograph at a roadside traffic stop, which was not taken for any investigative purpose, but for an "intelligence noting": that a cop thought it might be useful sometime. And the Court is crystal clear that this was a "search" in terms of the BORA, and that "there is a reasonable expectation that a persons photograph will not be deliberately taken and retained for identification purposes by police without a good law enforcement reason" (a "search" in Aotearoa now includes surveillance where there is a reasonable expectation of privacy). They were also clear that it was illegal:

The police did not act with legal authorisation when they took Mr Tamiefunas photograph. Their conduct did not accord with statutory provisions in the Policing Act 2008 and Search and Surveillance Act 2012 in which Parliament has conferred power on the police to take photographs. This specific conferral of powers to take and retain photographs is inconsistent with any suggestion that the police may photograph persons and retain their images without bringing any charge and without any obligation to destroy the images.

[T]he police could not rely on the third source doctrine in the circumstances: cases in which the third source doctrine had been relied on could be taken as examples of police activity that was lawful because the actions were incidental to ongoing and bona fide police investigations; there was no such investigation underway when Mr Tamiefunas photograph was taken. Brash to the core "IndyWatch Feed Politics.au"

All this year National Party leader Chrisopher Luxon has been teasing the prospect of running a Brash-style racist campaign against Mori this election. And today he finally came out and said it:

National leader Christopher Luxon has officially ruled out forming a coalition with the Mori Party.

He did so in a news conference and written statement issued Wednesday morning, where he hit out at Te Pti Mori for wanting New Zealand to ditch the monarchy. He also made unprompted comments about one standard citizenship, one person, one vote, and separatism.

Ruling out working with Te Pti Mori due to incompatible policy positions and values is one thing. But the "unprompted comments" here make it clear what is really going on. This isn't a dogwhistle so much as a dog-horn. "One standard of citizenship" is white for the elimination of Mori culture (indeed, all non-white culture) from public life. "One person, one vote" is weird, given that we all have two votes in MMP elections, but its clearly a claim that Mori have disproportionate electoral power, which is simply false. But these are white supremacist talking points, and that's who Luxon is trying to appeal to: he's going to fight ACT for the radical racist vote.

(Its also ironic for a man with seven houses, who therefore enjoys multiple votes in local body elections, to be talking about "one person, one vote". Yes, that would be nice to have, so lets get rid of the landlord vote and have some real democracy...)

If this sounds a lot like Don Brash's racist 2005 campaign, its because it is. National can't seem to help itself. But then, "making the rich richer" and "destroying the planet" aren't things that sell well. So they need racism to cover for it. And so they always go back to it.

The problem for National is twofold. In the short-term, all the polling is currently consistently showing Te Pti Mori holding the balance of power, so ruling them out and alienating them like this is a promise to be in opposition (and a promise to deny your front-bench cabinet salaries and perks). In the long-term, the trend is clearly for a greater acceptance of Mori culture and greater recognition of the Treaty relationship. National thus risks being left on the wrong side of history with a dying demographic of aging racists.

Wind farm welcomes new partner "IndyWatch Feed Alllocal"

GeelongPort and Vestas have joined to help deliver Australias largest wind farm an hours drive from Geelong during the Golden Plains Wind Farms first stage.

GeelongPort chief executive officer Brett Winter said the port was thrilled to support a significant renewable project which looked to be Australias largest wind farm based in Rokewood, Victoria.

GeelongPort has a long-standing relationship with Vestas, and we look forward to partnering with them again on this nation-building project, he said.

Through this project, we look forward to continuing to deliver environmental and economic benefits to the south-west region of Victoria as well as supporting the Victorian Governments transition to renewable energy.

Mr Winter said the first stage of the Golden Plains Wind Farm project was expected to generate enough clean energy to power close to 450,000 homes a year once its operational.

He also said Geelong Port looked to receive its first shipment of wind turbines in September this year and that the collaboration would help support Victorias transition to clean energy.

Vestas Australia and New Zealand senior vice president and country head Danny Nielsen said he was pleased to partner with GeelongPort to help deliver the Golden Plains Wind Farm.

GeelongPorts expertise and unique solutions make them an invaluable partner, he said.

Their strategic location, critical infrastructure, and extensive experience will be instrumental in helping us accomplish our goals for this vital project.

GeelongPort will provide critical port and infrastructure for 122 Vestas EnVentus turbines at the Golden Plains Wind Farm site.

The project would also help prevent more than four million tonnes of carbon dioxide from being emitted into the atmosphere each year.

The projects first stage was expected to start producing green energy next year and be completed in the second half of 2025.

A reformed democratic system that favours fair representation in Parliament for all voters is gaining popularity in the UK, writes Dr Klaas Woldring.

ANYONE WHO HAS seen the many humorous videos of John Cleese on proportional representation (PR), can hardly believe that it has taken this long for PR to finally be rapidly gaining approval in the UK. But it has, without question. It is expected the that British Labour Party will soon adopt it. 

The 2016 Alliance Building Conference (ABC) in Westminster kickstarted a cross-party movement for real democracy. In October 2017 a second ABC was held, where activists and allies made plans in the wake of that years General Election. Fifty attendees gathered in the Jubilee room in Parliament including MPs, peers, local and national group leaders, and allied organisations.

The campaign adopted the name Make Votes Matter. MVM facilitators told the conference about the campaign's priorities for achieving PR in the House of Commons. They aim to bring together all the parties, organisations and public figures who want fair votes, to work together in the PR Alliance.

Thats what the ABC is all about and the decisions they make should inform and support the work of the movement for fair votes. The aim is for at least one of the major parties to fully commit to genuine electoral reform. The good news is there is widespread support for PR across Labour MPs.

Man charged after 3D-printed firearms found in haul "IndyWatch Feed Alllocal"

A man has been charged after 3D-printed firearms were found among a stash of weapons and drugs at a home in Victorias southwest.

Police searched a Torquay property on Tuesday as part of an investigation into a non-fatal shooting in the Geelong suburb of Whittington in March.

They found five 3D-printed firearms, a handgun, an imitation firearm, silencer, methylamphetamine and other illicit drugs.

A 27-year-old Torquay man has been charged with multiple offences over the haul.

He was also charged with possessing a general category handgun and disposing of general category handgun over the March shooting that left a 55-year-old Whittington man with non-life threatening injuries.

Days after the incident, a 29-year-old Grovedale man was charged with aggravated burglary with a firearm, making threats to kill and other offences.

Several local charities have gleefully accepted Ocean Grove Rotary donations.

The funds were raised at the clubs art show.

Feed Me Bellarines donation will be used to purchase defibrillators for each of their sites. It will also be used to replace some flooring.

The club is proud to support Feed Me Bellarine and recognises the excellent assistance that the charity provides to the local community, president Peter Cowburn said.

The clubs Rotary Art Show donations were presented at a recent meeting.

Major beneficiaries were Riding Develops Abilities Barwon and the Disabled Surfers Australia, Ocean Grove.

Riding Develops Abilities will use the donation to assist in providing riding opportunities to their clients.

Disabled Surfers runs two events in Ocean Grove a year and the donation will help with the events.

Additional beneficiaries from the art show were the Lazarus Centre, the Bellarine Community Support Register and Safe Water for Every Child Myanmar.

The Lazarus Centre will use its donation to provide support to the homeless community in Geelong, the Bellarine and Surf Coast.

The Bellarine Community Support Register will use its donation to purchase ergonomic furniture. Water filters will be purchased for internal displaced persons in Myanmar.

Today is a Member's Day, and first up is the first reading of Debbie Ngarewa-Packer's Prohibition on Seabed Mining Legislation Amendment Bill. The bill would ban an enormously destructive form of mining before it gets started, which is consistent with the government's international position, but for some reason chickenshit Labour doesn't want to vote for it, so they've contrived their own, separate select committee inquiry to pretend they're doing something, while really doing nothing. The bill does have problems - it immediately guillotines all existing offshore oil and gas mining permits, and while those permits need to be cancelled quickly, I'm not sure that an overnight guillotine rather than a five-year sunset is the best way to do it. But that is the sort of thing which can be resolved by a select committee. Sadly, chickenshit Labour isn't going to give them the chance.

Once that's out of the way, there's the second reading of the New Plymouth District Council (Perpetual Investment Fund) Bill, and the first reading of the Annie Oxborough Birth Parents Registration Bill. They should go quickly, which means the House should get on to the third reading of Marja Lubeck's Employment Relations (Extended Time for Personal Grievance for Sexual Harassment) Amendment Bill, and probably Ian McKelvie's Sale and Supply of Alcohol (Exemption for Race Meetings) Amendment Bill. If it moves really fast, it might even make a start on the second reading of Camilla Belich's Companies (Directors Duties) Amendment Bill, but I don't think it will get any further. There will be a ballot for one bill tomorrow.

While Bowenville (near Toowoomba) based Cessna 525 CitationJet CJ1+ bizjet VH-JSZ flew up from Archerfield and Dalby to Mackay Airport before then heading out to Natal Downs. 

UPDATE!  On Wednesday 19 April, VH-JSZ departed Natal Downs for Winton and Clermont Aerodromes before then flying back to Dalby and Archerfield.

And LifeFlight (Aeromed) Canadair CL-600-2B16 Challenger 604 bizjet VH-OFB "Ambulance 624" flew up from Brisbane to Mackay Airport and then Cairns.  It later returned to Brisbane.

Meanwhile, also on Tuesday 18 April, Beech 95-B55 VH-MYM flew up from Gayndah Aerodrome to Memooloo, South-West of Blackwater, before then flying across to Emerald Airport.  VH-MYM later returned to Gayndah Aerodrome. 

Re-registered Geeair (Lara, Victoria) Pilatus PC-12/47E VH-UJM landed at Barcaldine Airport from Dinah Island then departed to Lethbridge Park. 

Brisbane-based 4 Flying P/L Amateur Built Van's RV14A VH-JBR arrived at Rockhampton Airport from Redcliffe and later returned there but via Caboolture.

The Queensland Police Service (Airwing) (State of Queensland) Raytheon B1900D VH-PSK arrived into Rockhampton Airport from Cairns and Townsville before it then departed to Brisbane.  VH-PSK later returned to Rockhampton Airport from Brisbane before departing back to Townsville and Cairns.

Scouts celebrate 100 years "IndyWatch Feed Alllocal"

Two scout groups have gathered at Geelongs Guild Hall over the weekend to celebrate 100 years.

The First Barwon and Second Geelong Scout groups hosted the centennial event on Sunday, May 7th, which included an exhibition of scout relics, cake cutting and presentations.

First Barwon group leader and historian Greg Hollett said it was a good chance for past and present scout members from the two groups to catch-up at the Guild Hall on Myers Street.

Weve been meeting in the same hall for 100 years and weve always helped each other out. It was quite fitting that we had our celebration together, he said.

We probably had close to 80 people attend the celebration which consisted of past leaders, youth members, and other family members of past members that have passed away.

Mr Hollett said his favourite part of the day was seeing everybody coming together and enjoying themselves.

There was a lot of reminiscing going on and a lot of catching up, he said.

There are people that you havent seen for many years, and some of the old timers brought along some photos of bits and pieces or other memorabilia that they had.

I appreciate that everybody spent a bit of time on the coldest weekend weve had for ages and celebrate in a freezing cold hall.

Mr Hollett said the Scouts were always on the lookout for new members.

Were always looking for leaders and were always looking for the youths to join the scouts, he said.

The budget delivered minor gains and failed on the key issues "IndyWatch Feed Allstate"

Make no mistake, the budget delivered last night by treasurer Jim Chalmers took on the shape of a major public relations exercise. It pretended to deliver to the battler. The gives are marginal and do little to tackle the rising cost of living.

You wouldnt think so if you believe the headlines across big media. These have generally lent a hand to the narrative of a responsible giveaway budget, which has also delivered a small budget surplus.

This isnt about having a go at Labor. A coalition government wouldve been much worse. Still, theres something to be said about being honest and calling it like it is. To do otherwise, is to go along with what is wrong and shore up the facade.

So, what is the reality behind this faade? The government coffers have been filled with a growth in the tax paid by wage earners, although their share of national income remains stagnant. The rest of it has come from tax collected from the soaring prices for fossil fuel exports and the domestic cost of petrol.

The graph above shows the relative and absolute rise in household income tax in recent years.

This has provided useful wiggle room to do the minimum to escape public angst. Everyone knows that the standing of government in this country and the major parties that operate within is quite low. The smoke and mirrors approach is designed to answer this by taking our attention from the reality that most of us are becoming worse off, and that the budget does little to turn this around.

Take the housing affordability crisis. Giving a $1.12 a day increase to Commonwealth Rent Assistance to those on Centrelink payments is not even going to scratch the surface on this problem. This same group of Australian citizens gets $2.85 a day, not even enough to cover a cup of coffee, to address living well below the poverty line. This requires $50 a day more. Without the support they need, a growing proportion of Australia will continue to have to make choices between paying the rent, eating, or seeing the doctor.

MP Ben Franklin embroiled in Nationals fracas for considering plum appointment "IndyWatch Feed Allstate"

Locally-based Nationals MLC Ben Franklin is embroiled with infighting within his own party, according to SMH (Nine) and independent publisher Crikey.

Attempts to confirm the accuracy of the SMH story with Franklin were unsuccessful, however he did make a statement on his Facebook page on Monday night.

In 2019, Franklin ran against incumbent MP Tamara Smith (Greens) for the seat of Ballina on a large pork barrelling platform of promises, yet lost.

NSW deputy premier Paul Toole was dumped by the party Monday night, just one month after he was re-elected to the role. Dubbo MP, Dugald Saunders, is his replacement.

Regarding Franklin, SMH reports, The NSW Nationals are threatening to refer one of their own members to the corruption watchdog for considering a lucrative promotion in the new parliament despite senior party figures proposing another of their own MPs for the same job.

The report claims Franklin sparked fury in his party room for considering the plum job of upper house president, despite another Nationals MP, Wes Fang, also considering the job.  

Upper house presidential perks include a driver, staff and a salary on par with a government minister.

SMH says Franklin is a close friend to Minns, and is also the godfather to one of Minnss sons.

Watchdog rejects NBN Co pricing proposal

NBN Co is once again facing an uphill battle as the ACCC has rejected its proposal for pricing over the coming decades, writes Paul Budde.

THE AUSTRALIAN Competition and Consumer Commission (ACCC) has been working with the Government, NBN Co and retail service providers (RSPs) to establish price and service standards that will govern the NBN's operation, known as Special Access Undertaking (SAU).

The current process has been ongoing since early 2021, with the latest draft decision set to reject NBN Co's proposed price and non-price terms for the NBN's operation. However, ever since the NBN has been in operation, there has never been a fully accepted SAU regime. Basically, the industry had muddled on with the regime, without even coming to a fully accepted regulatory regime.

In the meantime, NBN Co has indicated that it will try again in June with a new SAU proposal and also mentioned it keeps committed to key reforms.

The NBN has faced ongoing criticism for its pricing and service standards, with some customers reporting poor speeds and connectivity issues. As we have argued before, we need better prices and services for the NBN Co to stay competitive.

The SAU is the regulatory document that outlines the price and non-price terms that will govern the NBN's operation. The latest proposed SAU was lodged by NBN Co in November 2022 and has been under consideration by the ACCC since then.

The ACCC's draft decision to reject the latest SAU proposal won't come as a surprise to NBN Co, as it has been expecting this outcome since at least March...

The Agricultural Bank of China, one of the countrys largest commercial lenders, has scaled up support for the manufacturing sector. As of the end of March, the banks outstanding loans to the manufacturing sector exceeded 2.69 trillion yuan ($388.42 billion), according to the bank. Newly-added loans to the manufacturing industry stood at over 390 billion yuan at the end of the first quarter (Q1), data from the lender showed. As of the end of Q1, loans issued to emerging industries of strategic importance increased more than 430 billion yuan. Meanwhile, outstanding loans to specialized and innovative firms topped 200 billion yuan for the first time. The lender has also ratcheted up support for low-carbon development, with its green loans reaching over 3 trillion yuan by the end of March.

Die EU plant neue Sanktionen gegen China, die sie erstmals mit angeblicher chinesischer Untersttzung fr Russlands Krieg gegen die Ukraine begrndet. Ein entsprechender Bericht der Financial Times wurde gestern im Wesentlichen besttigt. Demnach spricht sich die EU-Kommission unter ihrer Prsidentin Ursula von der Leyen dafr aus, Strafmanahmen gegen sieben Unternehmen aus der Volksrepublik einschlielich Hongkongs zu verhngen. Ihre Vermgenswerte in der EU sollen eingefroren werden. Mindestens vier der sieben Unternehmen sind bereits in den Vereinigten Staaten mit Sanktionen belegt worden.[1] Dazu gehren 3HC Semiconductors und King-Pai Technology aus Shenzhen. Whrend King-Pai Technology beschuldigt wird, Bauteile nach Russland zu liefern, die genutzt werden knnen, um elektronische Steuerungssysteme fr Lenkwaffen zu produzieren, wirft die EU 3HC Semiconductors vor, US-Produkte zu beschaffen, die nicht nach Russland exportiert werden drfen, und sie an russische Unternehmen weiterzuverkaufen. Zumindest in letzterem Fall erweisen sich die EU-Sanktionsplne damit de facto als bloe Handlangerdienste fr die USA.

Outbound Investment Screening

Die Sanktionsplne sind lediglich Teil eines umfassenderen Manahmenpakets, das die Bundesrepublik bzw. die EU zur Zeit in Planung haben und das der chinesischen Wirtschaft Schaden zufgen soll. So kndigte EU-Kommissionsprsidentin von der Leyen schon Ende Mrz an, sie wolle Beschrnkungen bei Investitionen europischer Unternehmen in der Volksrepublik einfhren. Ziel sei, die Anwendung europischen Know-hows durch chinesische Firmen einzuschrnken. Offiziell war von der Sorge die Rede, es knne genutzt werden, um die militrischen und nachrichtendienstlichen Fhigkeiten Chinas zu strken. Faktisch geht es einerseits um einen Beitrag der EU zum Versuch des Westens, den technologischen Aufstieg der Volksrepublik zu bremsen. Andererseits sollen damit Unternehmen aus der EU von weiteren Aktivitten in China abgehalten werden (german-foreign-policy.com berichtete [2]). Von der Leyen trug ihren Vorsto kurze Zeit nach ihrem Besuch in den USA vor, bei dem sie unter anderem von US-Prsident Joe Biden im Weien Haus empfangen worden war. Washington bereitet gegenwrtig die Einfhrung identischer Manahmen (Outbound Investment Screening) fr Investitionen in China, vor.[3]
